A resolution is expected to be a lever for sustainable forestry development, contributing to the transformation of the growth target from “brown” to “green” of Quang Ninh province. On November 28, 2019, the Standing Board of the Provincial Party Committee issued Resolution 19-NQ/TU on sustainable forestry development in Quang Ninh province to 2025 with a vision to 2030.

Current situation

According to the report of the forestry sector, Quang Ninh currently has nearly 70% of the natural area as forest and forest land. By the end of 2019, the forest cover in the area will reach about 54.75%, the forest ecosystem is relatively rich and diverse.

Quang Ninh province has always focused on leadership, directing the management, protection and development of forests over the years, has made forest cover increase, forest quality has improved significantly.

Biodiversity conservation planning in Quang Ninh province to 2020, orientation to 2030 has been approved and implemented. This is the basis for investment in statistical research, protection and promotion of the province’s biodiversity values. The structure of investment capital for the forestry sector in the 2015-2019 period of the locality (accounting for nearly 6% of the total expenditure for the agriculture sector) is always higher than the ratio of central capital (accounting for 2.47%) and ODA capital. for the forestry sector of the province.

Difficulties in Quang Ninh’s forestry industry

The limitations in the management, protection and development of forests in the province include the following issues:

  • The system of mechanisms and policies of the province has not made a breakthrough in the development of forestry production. Especially in the field of new planting, converting production forests to protection forests, special-use forests, small timber plantations into large timber forests associated with deep processing and development of medicinal plants.
  • Inadequate attention has been paid to propaganda and mobilization of people to participate in forest protection and development and economic development from forest products.
  • Status of illegal transfer, donation, conversion of forest and forest land purposes, encroachment on forest land. The situation of taking advantage of forest plantation and protection projects to exploit forest products and minerals or illegally construct works on forest land still occurs.
  • Biodiversity, quality of special-use forests, watershed protection forests, and landscape forests in many places have decreased
  • The allocation of land and forests in some localities is still slow.
  • Small and scattered forest product processing establishments; implementation of forestry development policy in some places is still limited;…

The main reason is that the awareness of some Party committees and local authorities, especially the leaders, about the importance of forests is limited, not really interested, lack of drastic in leadership and direction; The effectiveness and efficiency of state management in the forestry sector in many places has not yet met the requirements, the assignment of responsibilities is unclear and there is a lack of communication between the management entities.

Synchronous transformation – Sustainable forestry development

Resolution No. 19-NQ/TU aims to create fundamental and profound changes in the awareness, responsibility and actions of the Party committees, authorities, political system, business community and the whole society. on the important role of forests and forestry land. At the same time, improve productivity, quality and socio-economic efficiency of each type of forest, increase the value of production forest per unit area; contribute to disaster reduction, ecological environment protection, biodiversity conservation; respond to climate change and sea level rise; sustainable development of ecotourism. The resolution also sets the target to attract large enterprises to invest in a closed and sustainable cycle; to create chain products of high economic value.

In the period of 2019-2025, the province sets some basic targets as follows:

  • Increase the province’s forest cover to 55% by 2020;
  • Effectively protect and restore about 122,749 ha of natural forests and 19,741 ha of mangrove forests;
  • The growth rate of the forestry sector is from 5.5-6%;
  • To build at least 1 closed general forest product processing factory with a capacity of 400,000m3/year…

The province’s goals in the period 2025-2030:

  • Maintain stable forest coverage rate over 55% and improve forest quality;
  • The growth rate of the forestry sector is from 4-5%;
  • Issue a certificate of sustainable forest management with an additional 15,000ha of production forests;
  • Transforming 6,000 ha of small acacia wood forest into large timber forest;
  • Reduce the number of small processing establishments to less than 170 establishments….

In order for the Resolution to come to life, right in the early days of 2020, the Provincial People’s Committee developed an Action Program (No. 60/Ctr-UBND, dated January 6, 2020) to implement Resolution No. 19-NQ/TU . In which, it is required that departments, branches and localities urgently implement and implement the Resolution on the basis of concretization with feasible, appropriate, focused and focused solutions, associated with the actual situation. of the province and each locality and unit; clearly define goals, roadmap, progress of implementation.

The work of leading and directing the implementation of the plan must be placed under the close direction and management of the Party committees and authorities at all levels and associated with the mobilization and supervision of the Fatherland Front, mass organizations, and the actively participate in the business community and the people. At the same time, it is necessary to renew the method of coordination between state agencies, between the State and businesses, to create linkages between sectors, fields and localities for sustainable forestry development in the province. .

Following the direction of the Provincial People’s Committee, the departments, branches and localities are actively studying and building the Program to implement Resolution No. 19-NQ/TU of their units and localities to achieve results.
